“The strategy of information de-occupation should already be assessing the potential readiness of the whole Ukrainian society and its various vulnerable groups for a full-scale reintegration, which is, in communication terms, a complex conflict-generating topic by itself as this process might create new or revive some old sore points in Ukraine’s society".

Ukrinform and ICDS organised a public roundtable discussion entitled “National Resilience: New Approaches to Solving Old Problems” on 12 December 2019 in Kyiv, Ukraine.
In November 2019, more than 20 representatives of various partner organisations, local municipalities and regions of the South-East of Ukraine, journalists, public figures, opinion leaders and civil experts in the field of communications and information security visited Estonia to get acquainted with the Estonian colleagues and exchange experiences, as well as discuss ideas for joint projects.
Discussion was held on 14 May 2019 at Sumy National University where journalists, students, professors and civic activists had a chance to discuss the topic of resilience with the Estonian ambassador Gert Antsu, Latvian ambassador Juris Poikans and Lithuanian Ambassador Marius Janukonis. In total, there were more than 100 participants.
“Resilient Ukraine” team continues conducting in-depth field research in south-eastern Ukraine. The second stage of practical research took place during 20-25 May 2019 and was aimed at analysing vulnerabilities in communication, information and cyber security at the regional level in Ukraine.
The ICDS launched an empirical research in South-East Ukraine and signed a memorandum of cooperation with Mariupol City Council in Donetsk region.

The current knowledge and skills of many professionals do not meet information challenges and cyber-attacks of tomorrow,” noted Dmitri Teperik, Chief Executive of the International Centre for Defence and Security (ICDS) and Programme Director “Resilient Ukraine” noted at an Estonian-Ukrainian expert discussion on 22 March 2019 in Mykolaiv.
