ICDS “Resilient Ukraine” To Support Local and Regional Authorities in Fixing Communications Vulnerabilities in South-East Ukraine
The ICDS has signed a memorandum of cooperation with Mykolaiv City Council and Kherson Regional State Administration in south-eastern Ukraine to conduct jointly a comprehensive study aimed at identifying vulnerabilities in information, communications and cybersecurity. The study will be managed within the framework of the “Resilient Ukraine” programme supported by the Estonian Ministry of Foreign Affairs.
In addition, the partners discussed opportunities for organising training activities and study visits for experts and employees of relevant departments in the two authorities.
“The regional authorities should have a better situational awareness regarding actual threats in the digital as well as the physical world,” noted Dmitri Teperik, Chief Executive of the ICDS. “Moreover, when it comes to future challenges, we emphasise the importance of predictability analysis”, he said, explaining the main objectives and practical potential of the “Resilient Ukraine 2018–2020” development cooperation programme.
The programme promotes Estonian experience in developing and implementing a comprehensive model for competencies related to strategic communications and cyber and information security. ICDS analytical research contributes to a better situational awareness by mapping the main gaps, challenges and opportunities at regional level in cyber, communications and information security. ICDS experts also train Ukrainian participants in practical hands-on skills related to cyber security, strategic communications and psychological defence.
