The “Resilient Ukraine” Team Took Part in the Ukrainian Resilience Week 2025

From September 29 to October 2, Lviv hosted the Ukrainian Resilience Week – an annual event where local authorities, experts, and international partners join forces to strengthen resilience at the local and regional levels across Ukraine.

The team of “Resilient Ukraine”, namely Director-General Dmitri Teperik and Executive Director Ivan Vartovnyk, took part in several key discussions and events, including:

◾️ roundtable “Building National Resilience: The Role of Local Self-Government where representatives of the Ukrainian government and expert organizations presented the legal and regulatory framework on resilience, including the draft law “On the Foundations of National Resilience of Ukraine”, the 2026 Action Plan for implementing the Concept of the National Resilience System, as well as results of the nationwide sociological survey “ Problems of social cohesion in Ukraine”;

◾️ local government forum “Resilience of Ukrainian Cities”  attended by over 250 participants, 30 speakers from Ukraine and Europe, and representatives of 15 Ukrainian cities who showcased their best practices in strengthening resilience of infrastructure and civil protection as well as approaches to enhancing social cohesion and memorialization;

◾️ workshop “Network of Cities for Strengthening Resilience”  where Dmitri Teperik presented the achievements of Resilient Ukraine and shared Estonia’s experience in fostering community resilience in his presentation “Resilience at the Local and Regional Levels – How, With Whom, and For Whom?”.

“To strengthen community resilience, we should answer three key questions:

◾️ how? By developing a multisectoral, interdisciplinary, and data-driven approach to governance and communications;

◾️ with whom? In cooperation with local, regional, and national stakeholders and resilience agents, grounded in transparency and inclusiveness.

◾️ for whom? For municipalities, local communities, residents, and businesses that benefit from enhanced resilience through human capital development and new investments that strengthen confidence in the future,” summarized Dmitri Teperik, Director-General of Resilient Ukraine.

The Ukrainian Resilience Week 2025 became a platform for exchanging knowledge, tools, and best practices that help communities adapt to wartime challenges and mobilize resources for systemic transformation. “Resilience Week is a great opportunity for networking and finding like-minded partners who often share the same values but focus on different pieces of the mosaic” of  resilience. These very mosaics form a comprehensive picture of Ukrainian resilience as one of the most practical models of resilience systems,” noted Ivan Vartovnyk, Executive Director of Resilient Ukraine.
